Parliament adopts Belarus National Assembly bill

The House of Representatives of the National Assembly passed the bill “National Assembly of the Republic of Belarus” in the second reading on May 28. Chairman of the Development, Local Self-Government and Regulations Commission Ivan Semenenya said, the bill was given the first reading in January 2000. According to the MP, the document will enable a uniform approach to implementing articles of the Constitution, which regulate the status of the National Assembly and the law-making process. Ivan Semenenya remarked, the bill slightly extends controlling powers of the parliament that do not contradict the Constitution. For instance, article 95 of the document reads that if necessary, chambers of the National Assembly can set up interim commissions using MPs and other specialists. The commissions may request information and other papers vital for their operation. State bodies and organisations as well as executives are supposed to present the documents the commission requires within a month or within another agreed period of time. The bill is well-developed, balanced and is in full compliance with the Constitution of the Republic of Belarus, believes Ivan Semenenya. The National Assembly bill specifies the legal status of the parliament, authority of both the chambers, matters relating to the status of the parliament leadership. The document defines principles of the parliament operation, duration of its power, procedures for and forms of participation in international cooperation. The adoption of the National Assembly bill is another step for legal regulation of the parliament operation, the official is convinced.
